论我国农产品质量安全立法的完善重点

The Improvement of Legislation Concerning the Quality and Safety of Agricultural Products in China

近年来,我国农产品质量安全问题凸显,严重危害公众健康和社会和谐。《农产品质量安全法》的出台为解决农产品质量安全问题发挥了重要作用,但该法自实施以来也暴露出一些不足之处。应该通过明确农产品含义,明晰农产品质量安全监管体制和监管部门职责,完善农产品质量安全责任归责原则,健全农产品质量安全标准体系,落实农产品质量责任追溯制度,完善和加强农产品质量安全立法。

In recent years,the quality and safety of agricultural products in China expresses seriously harm to public health and social harmony. The legislation of Quality and safety of agricultural products has played an important role in solving problems of quality and safety of agricultural products,but its implementation also exposes some deficiencies. It shall be clear the meaning and supervision system and regulatory responsibilities of agricultural products to improve the principle of liability in the quality and safety of agricultural products,and to perfect the system of agricultural products quality safety standards for the implementation system of date from of produce quality safety.
