欠发达地区承接沿海产业转移的制度设计——以郴州市为例

System Design of Coastal Industrial Transfer Undertaking in less developed areas——In Chenzhou,Hunan province,for Example

在为欠发达地区承接沿海产业转移进行制度设计时,应该以企业效用最大化为基准,综合运用财政税收政策、土地与环境管理政策、人力资源政策和政府服务水平政策,吸引发达地区的企业和相关产业来本地区投资。拟以湖南郴州为例,在个案分析基础上,立足于实证研究,针对其在承接产业转移过程中存在的问题提出相应的对策与建议。

In system designing of coastal industrial transfer undertook on less developed areas, we should be based on corporate utility maximization, use a combination of fiscal and tax policy, land and environmental management policy, human resoureespolicies and service levels for government policy, to attract enterprises and related industries in developed to invest in the region. This paper took Chenzhou for example, combined case analysis and empirical study, aimed at the problems in the process of undertaking industrial transfer putting forward the corresponding countermeasures and suggestions.
