公共信任理论是公信力这一重要命题的直接理论来源。政治公信是现代民主政治的一种核心价值,政治信任与执政党公信力密切相关。政党执政的合法性基础主要包括意识形态、社会价值规范、执政绩效、制度规范与法则以及民主法治等。政党要赢得民众广泛而持久的认同与信任,必须善于开发其意识形态、权力配置、利益整合能力、施政有效性和制度建设等方面的合法性资源。
