网络舆情是网民所表达的多种信念、态度、情绪和意见的交错性集合,在公民社会构建中发挥着推动民主参与、营造公平正义氛围、促进社会互助、维护和扩大个体权益等作用,同时也存在着娱乐化、情绪化、超前化、群极化等弊端。

Network public opinion is a complex of net citizen＇s believes, attitudes, emotions and suggestions. It plays important roles as pushing forward democratic participation, producing fair and just atmosphere, promoting social assistance, maintaining and enlarging individual＇s right and interests. At the same time, it expose its disadvantages as too much entertainment, too much emotions, too much imaginations and group polarization.
