Research on Rural Resettlement Benefit Sharing Mechanism in Hydropower Engineering

分析了现行安置模式下移民利益分享现状,提出应构建移民利益分享机制的基本原则,包括市场导向原则、利益协调原则和效益共享原则。移民利益分享不仅需要协调各方利益,而且还需要从移民规划、安置补偿、后期扶持、移民参与和移民监测等方面协同配合。以怒江水电开发为例,剖析了移民利益分享的可行性。科学的利益分享机制有利于强化利益共同体的合作关系,建立移民搬迁的助推激励机制,变被动移民为主动移民;有利于合理安排建设资金,减少盲目投资,促进移民搬迁和工程建设的良性互动。

Through the analysis of the current situation of resettlement benefit sharing under the current resettlement model, the paper put fro＇ward the basic principles of building the mechanism of resettlement benefit sharing, including market-oriented principle, benefit coordination principle and benefit sharing principle. The resettlement benefit sharing required not only the coordination of the interests of all parties, but also the coordi- nation of such factors as immigration program, resettlement compensation, follow-up support and the participation and surveillance of relocatees, Take Nujiang River hydropower development program for an example, the paper analyzed the feasibility of resettlement benefit sharing. Scientific benefit sharing mechanism, which is beneficial to strengthen the coordination relationship of common interest communities, buiht the incentive mechanism of boosting resettlement and change the passive resettlement into active resettlement. Also, it helps to arrange the construction funds rea- sonably, reduce blind investment and promote the benign interae.tion between initiative resettlement and engineering construction.
