主题主线重大战略思想,是当前和今后一段时期统揽国防和军队建设的根本指导思想。当前,我们在学习和贯彻落实之时,应着重把握好三个方面的问题:一是确立与主题主线相适应的思想观念;二是积极稳妥地推进部队调整改革;三是以重点建设带动整体跃升。

The major strategic thinking, as a theme line, is the fundamental guiding principle for the national defense and army building at present and for a period of time in the future. Nowadays, when we study and carry it out, we must have a firm grasp of the following issues： （1） acquiring the ideas which adapt to the theme line; （2） promoting the reform in the armed forces positively and steadily; （3） using key construction projects to drive a full-scale development.
