Avenues of selection for building a maritime power in international political perspective

"建设海洋强国"概念进入十八大报告,推动该战略目标实现需要多方面的长期努力,其中从国际政治视角看中国建设海洋强国的路径选择在于:推动海洋制度的制定和完善,构建建设海洋强国的法理基础;推动各全球性国际组织发挥沟通协调积极作用,寻求调节海洋矛盾冲突组织依托;开展多边外交活动,积极推行区域合作战略,构建建设海洋强国的外交基础;拓展军事外交领域和加强海洋安全合作,以恰当方式应用海上武装力量推进海洋强国建设。

The concept of building a maritime power was proposed in the report of the 18＇h National Congress of the CPC. The realization of this strategic target must depend on the long-term efforts of the whole society. Among other things, the avenues of selection for building a maritime power in in- ternational political perspective include： （1） improving maritime management, constructing the juris- prudential basis of maritime power, promoting the international organizations to play an active role in coordination and seeking proper approaches to solving marine conflicts, （2） developing multilateral diplomatic activities and promote regional cooperations to strengthen the diplomatic basis of building a maritime power, and （3） expending military diplomatic fields furthering maritime security coopera- tions with other countries and using the maritime armed forces to advance the process of building a maritime power in an appropriate way.
