海洋强国战略上升为国家战略具有重大的战略意义,在国家战略的视野下其具有从属性、阶段性和复杂性的特点,因而需要立足于海洋强国战略的特点来作出统筹实施。

The upgrading of the maritime power strategy to the national strategy is of great strategic significance. The strategy of building a maritime power is subject to the national strategy, and has pe- riodical and complex characteristics. Therefore, we should think fully of these points for constructing a maritime power when we make overall plans for implementation.
