目的通过对国际邮轮卫生检疫监管现状的分析,探讨监管中存在的问题,研究后续发展策略。方法通过对各口岸邮轮监管实际的归纳总结,分析现状,提出问题,研究策略。结果国际邮轮卫生检疫监管仍需完善,相关管理办法、理论研究和行业标准仍需推动,突发事件的应急处置能力仍需加强。结论国际邮轮卫生检疫管理办法的出台,能有效推动邮轮监管方式和模式的优化,带动相关措施、制度的建立,更好地发挥卫生检疫在邮轮经济中的促进作用。

Objective This article aims to analyze the status of health and quarantine supervision on international cruises, discuss the existing questions, research the subsequent development strategy. Methods By summarizing the action of supervision on cruises in some ports, this article analyzes status, raises questions and researches on strategy. Results Health and quarantine supervision on international cruise should be improved, administrative measures, theoretical research and occupation standard should be promoted and the ability of emergency disposal should be strengthened. Conclusion The introduction of the administrative measures of health and quarantine supervision on international cruises can effectively promote the pattern and mode of supervision, drive the es- tablishment of the related measures and system, and bring its positive function into the development of cruise economy.
