加强知识产权能力建设,对激发科技型小微企业创新活力、实现创新可持续发展具有战略意义。我国科技型小微企业发展尽管拥有知识产权能力建设前所未有的政策和环境机遇,但在管理、资金、技术、人才等方面却面临很多困境。因此,科技型小微企业知识产权能力建设应从政府、企业、社会3个层面推进,形成"政府搭台、企业唱戏、社会参与"的联动协同格局。

Strengthening the intellectual property capacity building will be strategic significance to stimulate the vitality and to achieve sustainable development of sci-tech small and micro businesses. Although sci tech small and micro businesses have faced unprecedented policy and environmental opportunities of intellectual property capacity building, the inherent difficulties in management, capital, technology, human resources and other aspects produce many predicament in the intellectual property capacity building . Therefore, the intellectual property capacity building of sci-tech small and micro busi- nesses should comprehensively promote from government, business, and social, formatting the linkage pattern as ＂The government set up the stage, enterprises act, social participation＂, in order to achieve the innovation and sustainable de- velopment of sci-teeh small and micro businesses.
