国家西部大开发战略的深入开展,青海省委、省政府立足省情,着眼建设生态文明大局,提出了"生态立省战略",一批重点生态治理工程相继启动实施,取得了显著成效。但是,人与畜、畜与草之间的供求矛盾,草地退化、沙化,土地荒漠化,水土流失,生态环境恶化等问题依然严重。机遇和挑战依然存在。因此,要进一步完善草原承包责任制、加强草业基础设施建设、完善青海草原生态环境保护的配套政策、加大草原生态环境建设力度;同时要适度控制牧业人口,提高人口综合素质,建立健全草业社会化服务体系,健全机构,调整人员结构,引进专业人才,改善工作条件,提高体系服务的功能和服务水平。

There are opportunities and challenges remain. Therefore, to further improve the grassland contract responsibility system, policies to protect the strengthening the construction of infrastructure of grass industry, improve the supporting environment of grassland in Qinghai,intensify the building of the grassland ecological en- vironment. At the same time to moderate control population of animal husbandry, improve population quality, es- tablish and improve the socialization service system of grass industry, improve the institutions, adjust the person- nel structure, introduce professional talents, improve the working conditions, improve the system of service func- tion and service level is very important.
