非常规油气发展要分层次展开并进行工业化试验,我国非常规油气近期优先发展的是致密气、致密油,特别是加强在鄂尔多斯、准噶尔、四川、松辽等地进行致密油和致密气的工业化开采,而煤层气、页岩气需要坚持基础研究和工业化试验建设,页岩油、油页岩、水合物等要坚持技术攻关和准备,并且必须大力发展"杀手锏"技术,如水平井压裂、纳米油气等技术。
