宁夏林木种苗行政执法管理中存在的问题及对策

Research on Countermeasures ofAdministrative Enforcement of Law of Forest Seeds and Seedlingsin Ningxia Province

指出了随着林木种苗产业的快速发展,林木种苗行政执法工作显得越来越重要。对宁夏林木种苗行政执法工作开展情况进行了分析,探讨了目前种苗行政执法工作中存在的主要问题,提出了设置专职种苗管理机构、落实人员编制、将执法经费纳入到财政预算、完善林木种苗行政执法配套地方法规等对策建议。

With the rapid development of industry of forest seeds andseedlings, the administrative law enforce-ment of forest seeds and seedlings work becomes more and more important. The development situation ofad-ministrative law enforcement aresummarized and the existing main problems areanalysed too. On the basis of the above,this study puts forward the countermeasures and suggestions for improving the administrative law enforcementof forest seeds and seedlings workin Ningxia Province, such as setting up full-time seeds and seedling management institution, managing to implementstaffing, fittingworking funds into the financial budget and establishing and perfectinglocal laws and regulations.
