摘要
我国现阶段农村集体经济发展不平衡,大部分农村集体缺乏发展资金,有必要通过收取地租完成集体经济的资金积累,再将其主要用于发展性项目,促进农村集体经济的发展,并最终完成集体经济有效实现的目标。地租不同于农业税、"三提五统"和"一事一议"筹资款。收取地租不仅是土地所有权等理论的内在要求,而且调研显示能够得到大部分农民的支持。农民集体地租法律制度应当在坚持"分步走"、民主性、低额度、保障性、发展性等五大立法原则的基础上,展开具体法律规则的构建。
In present stage, the collective economic development of China is imbalanced ; most community collective economies remain under - developed. It is necessary to accumulate capital for the collective economy through land rent and invest in development project. In this way, we can develop the collective economy and eventually achieve the goal of effective realization of collective economy. Receiving rent is the requirement of the theory of land - own- ership and it will acquire support from farmers. The legal system of land rent must persevere in the principle of in- demnificatory, the principle of low limit, the principle to reduce transaction cost, the principle of democracy and the principle of development.
