摘要 在对科技人才进行科学分类的基础上,分析了基础研究与应用基础研究、技术开发与应用、创新创业等不同类型创新型科技人才的特征。基于依托胜任力模型理论与个体创新行为理论而提出的创新型科技人才评价冰山模型,采用自上而下和自下而上相结合的方法,对创新知识、创新技能、影响力、创新能力、创新动力和管理能力等一级指标框架下的细化指标进行聚类和筛选,形成了不同类型创新型科技人才评价指标体系。 Based on the scientific classification on scientific & technical talents, the characteristics of different kinds of tal- ents, including the fields of basic research and basic applied research, technology R&D and applications, innovation and entrepreneurship, were analyzed. Relying on the competency model theory and the individual innovative behavior theory, it was suggested that the evaluation system for the innovative scientific and technical talent should include the investiga- tions for innovative knowledge, innovative skills, influence, innovation capacity, innovation motivation and management capabilities. The evaluation index system of innovative scientific and technical talents was established by the method of top down and bottom up.
