完善我国海洋资源政策的思考

Thinking of Perfecting the Policies of Our Country's Marine Resources

海洋资源的合理开发利用是我国社会经济发展的重要保证。目前我国海洋资源政策存在不少问题:政策的政出多门容易损害渔民利益;政策单项居多导致海洋资源的综合优势不能发挥;政策制定目标偏差导致海洋资源受损;政策执行不力影响渔业的可持续性发展。针对上述问题提出几项改善对策:设立中央级别的海洋政策机构;加快制定综合性的海洋资源政策;加强以生态理念为导向的政策目标;加强海洋资源政策执行的监督与评估。

The rational exploitation and utilization of marine resource is an important guarantee of social and economic development in China. There are some problems existing in the marine resource policies at present： policies from different departments will easily damage the interests of fishermen; Too many individual policies will hinder the function of the comprehensive advantages of marine resources ; the deviation of policy goals will make damage on marine resources ; weakness of policy implementation wiU affect the sustainable development of the fishery. In view of the above problems, several countermeasures are proposed： establishing a central-level ocean policy institution; accelerating the formulating of the comprehensive marine resources policy; strengthening the concept of ecological-oriented policy goal; enhancing the supervision and evaluation of implementation of marine resources policy.
