去行政化视野下高校党外人才的发展及其对教育的影响

On Development of Non-party Talents and Influence on Education under the Perspective of De-administration

以行政化制度下党外人才发展的现状为切入点,论述了去行政化视野下党外人才的发展以及对高等教育的影响。其影响主要表现在3个方面:去行政化有利于党外人才资源的开发与利用,形成民主、自由的教育环境,构建创新型人才的培养模式;有利于教育制度的改革,形成文明、和谐的管理环境,构建"教授治校"的大学领导机制;有利于统战文化作用力的发挥,形成政治文明生态环境,构建现代大学教育的创新精神。

Beginning with a survey of the current situation of non-party talents＇ development in the present administrative system,non-party talents＇ development which would be exerted by de-administration and the influence on education will be analyzed.The main influences will be as follows：firstly,de-administration will benefit the development and utilization of non-party human resources,the forming of free and democratic education environment and the construction of training pattern of innovation talents;secondly,it will do good to the reform of education system,form civilized and harmonious management atmosphere and construct the leader mechanism of＂professor leadership＂in college;thirdly,it will promote the power of united front culture and be beneficial to the forming of ecological environment of political civilization and the cultivation of creative spirit in modern college education.
