城市社区应急准备研究评述及展望

The Review and Prospect of Studies on Emergency Preparedness of Urban Community

应急准备问题是应急管理领域的核心问题,研究城市社区应急准备问题具有重要的理论价值和现实意义。本文总结分析了国内外城市社区应急准备的研究现状,提出了城市社区应急准备研究的四个方面,即准备体系、决策过程、评估模型和内在机理。城市社区应急预案是城市社区应急准备的主要方面,需要从四个方面强化城市社区应急预案的相关研究,即城市社区应急预案定位、概念、框架及内容研究,城市社区应急预案编制技术研究,城市社区应急预案评估理论研究,城市社区疏散与撤离预案研究。

As the core of emergency management, the study on emergency preparedness of urban com- munity is of important theoretical and practical value. This paper summarizes and analyses the present re- searches of emergency preparedness of urban communities at home and abroad, and puts forward four as- pects of study on emergency preparedness of urban community, namely, preparedness system, decision- making process, assessment model and internal mechanism. Given the fact that emergency plan of urban community is its main part, this paper suggests that we should strengthen the related researches on emergency plan of urban community from the following four aspects： the study of the orientation, con- cept, framework and content, the study of the programming technology, the study of the evaluation sys- tem, the evacuation plan.
