南阳市水资源可持续开发利用问题浅议

A DISCUSSION ON THE SUSTAINABLE DEVELOPMENT AND UTILIZATION PROBLEMS OF WATER RESOURCES IN NANYANG CITY

水资源问题已成为影响人类生存和社会经济可持续发展的重要制约因素。南阳市自然环境条件得天独厚 ,水资源较为丰富 ,天然水资源总量为 95× 10 8m3,其中 ,地表水为 67× 10 8m3,地下水为 2 8× 10 8m3。地表水年利用量为 13 4× 10 8m3,地下水年开采量为 7× 10 8m3,地下水尚有开发潜力。随着社会经济发展和水资源的大量开发利用 ,水资源环境状况发生了较大变化 ,目前存在的主要水环境问题是 :水质污染不断加剧 ,水质恶化 ,局部地段地下水超量开采 ,水位持续下降 ,降落漏斗面积逐年扩大。加强水资源的管理 ,合理开发利用水资源 ,节约用水 ,加强保护 ,是实现水资源可持续开发利用的关键。

The water resource problem has already become the important restrictive factor to influence the live of mankind and social economic sustainable development.The natural environmental condition of Nanyang area is richly endowed by nature and its water resources are abundant.The volume of the natural water resources totalled 95×10 8m 3,in which,the surface water amounts to 67×10 8m 3 and the groundwater amounts to 28×10 8m 3.The utilization volume of the surface water resources totalled 13.4×10 8m 3/a,and the mining volume of groundwater totalled 7×10 8m 3/a.The groundwater has still the development potentialities.At present,the existing main problems of water environment are the pollution and worsening of water quality continuously,the continuous lowering of water level and the expanding of funnel area year after year due to hyper-amount mining groundwater in the local section.The strengthening management of water resources,rational development and use for water resources,economizing on water demand and strengthening protection are the sustainable development and utilization key of water resources realized.
