Accurately Orientating, Scientifically Practicing and Continuously Improving to Accelerate the Comprehensive Transformation of PBC's Internal Audit

内审转型是加强和改进央行管理的现实需要。2011年中国人民银行加强对转型工作的顶层设计,制定了人民银行内审转型三年规划。人民银行银川中心支行紧紧围绕内审转型主题主线,坚持整体推进与重点突破相结合,寓服务于审计监督、大力开展转型实践,探索出了一条"符合转型要求、具有自身特色"的审计工作新路子。本文客观系统总结了人民银行银川中心支行推进内审转型与全面发展的认识和实践,并就进一步推进内审转型长期化进行深入思考。

The internal audit transformation is the practical need for strengthening and improving the central bank management. The People＇s Bank of China strengthened the Top-level design for the internal audit transformation in 2011, formulating ＂three-year plan for PBC＇s internal audit transformation＂. Yinchuan provincial capital sub-branch PBC closely adheres to the main theme of inter- hal audit transformation, insists on the combination of overall advancement with key breakthroughs, combines services with audit su- pervision, vigorously carries out transformation practice, and explores a new method of audit way of ＂meeting the transformation re- quirement and having its own characteristics＂. The paper objectively and systematically sums up the knowledge and practice of trans- formation and the comprehensive development of internal audit in Yinchuan provincial capital sub-branch, and thinks deeply about in- ternal audit transformation in the long term.
