从GATS和中国与其他WTO成员国双边协议承诺的有关内容分析 ,中国流通业将面临着入世之初的严峻挑战。这种挑战是全方位的 ,同时也是双向的。冲击最大的领域同样也是改革与发展最具潜质的领域。因此 ,必须从战略高度来认识中国流通业的改革与发展问题。从当前和今后一个时期中国流通业的发展来看 ,其战略重点在于推进流通产业的制度创新、组织创新和技术创新。

The Chinese circulation industry will be faced with rigorous challenges in the initial stages after China's entrance into WTO according to analyses on GATS and related contents promised in the bilateral agreements between China and other member states of WTO respectively.This kind of challenges are of complete bearings,and are also of two way at the same time.The fields to be impacted the most heavily are the fields having the most potentialities in the reform and development as well.So we should consider the problems of reform and development of the Chinese circulation industry from the strategic angle.The strategic focal points of reform and development of the Chinese circulation industry at the present and in the coming period are to push on its system innovation,organizational innovation and technological innovation.
