Research on Value and Path of Citizen Participation in Public Policy Process

公民参与是民主政治的内在要求,决定着政府公共政策的合法性、科学性、合理性与实施的可行性,有助于保证公共政策的公共利益取向,增强对公共政策的回应与监督。实现公共政策过程中的公民参与应该加强公民参与的制度建设,不断完善公共政策公开制度,建立健全政府性民意表达机制与舆论监督机制,并培育公民参与的主体意识,践行公民参与,培养公民参与文化。

Citizen participation reflects the fundamental requirements of democratic politics. It is an important form to enhance the legitimacy, scientificity, rationality and feasibility of public policy process. Citizen participation helps to ensure the public interest orien- tation of public policy, enhances supervision and response to public policy. To realize the citizen participation in public policy process, it attempts to find a path primarily from the following aspects, strengthening system building, perfecting system of publicizing policy, es- tablishing and perfecting mechanism to represent the public interest and supervise in the public policy process, fostering citizens＇ aware- ness, practicing and developing the culture of citizen participation
