体育是人类特有和特殊的育化方式。体育作为文化是文化的亚形态,它与文化在结构上存在对应性且互动共生。体育文化建设要旨在体育价值的文化评判与开发;要重在尊重与维护人的体育权,推动这一权利的普遍实现;要着力在促进民族、时代精神的传承与弘扬,促进人的全面发展;目标要定在体育强国的塑造。

Sports are a special way of cultivation peculiar to the human kind. As a sub-form of culture, sports correspond to culture and interact with culture. The essence of sports culture construction lies in the cultural judgment and development of the value of sports. Emphasis should be laid on respecting and safeguarding people＇s fight to sports, thus promoting the fulfillment of this right. Efforts should be made to pass on and develop the national spirit and the spirit of the time so as to promote the aU-mund development of people. We should aim at building a world sports power.
