从互联网霸权看西方大国的战略实质和目标

The Strategy and Aim of Big Western Powers from the Perspective of Internet Hegemony

互联网已经成为信息强国推行霸权的手段与利器。互联网霸权是从技术、资源、信息到国际制度共计四个层面一步步地建构起来的,它具有对他国安全构成威胁的特质,成为维持和支撑霸权国霸权地位的有效及长效机制。争抢制网权是美国及主要西方大国制定互联网战略的实质。掌控全球话语权、推行西方主流价值观是互联网霸权的政治文化战略目标。因此,把互联网霸权作为一个独立动态变量,深入探究互联网霸权的形成、确立、维持等演变历程,并以此为缘由,提出应对之计并付诸于实践,对正在走和平发展道路的中国具有重要的战略意义。

Internet has become a tool for information powers to pursue hegemony.Internet hegemony is a process constructed step by step from the level of technology,resource,information to international institution.Internet hegemony not only poses threat to other countries' security,but also serves the interests of states who have established such hegemony.In this way,it becomes a long-term effective mechanism maintaining and supporting hegemony of these states.Commanding the internet domination is the essence of the Internet strategies of the United States and other major western powers.Control of the global discourse and the infiltration of the mainstream Western values are the strategic political and cultural objectives of internet hegemony.This paper considers the Internet hegemony as an independent and dynamic variable and explores the evolution of Internet hegemony—its formation,establishment and maintenance—and then puts forward practical solutions,which are of strategic significance for China in the path of peaceful development.
