Policy Instrument Choice of New Energy Vehicles Charging Facilities Supply in Beijing

在分析北京市新能源汽车充电设施供给现状的基础上,运用豪利特(Howlett)和拉米什(Ramesh)的政策工具分析框架,系统研究充电设施供给的政策工具运用状况与选择需求。研究发现,现有政策工具促进了充电设施建设与供给,但对于解决充电设施建设方约束、设施整合、通信接口标准统一等问题存在缺陷。针对现有政策工具运用的不足,从强制性和混合性政策工具角度分别提出了政策工具需求和相关建议。

Based on the analysis of the supply situation of new energy vehicle charging facilities, this paper uses Howlett＇s and Ramesh＇s Analytical framework of policy instruments to study the application status of the instruments and selecting demand of the supply of the charging facility. It presents that the existing policy instruments have been promoting the construction and supply of charging facilities, but it is defective to solve the problem of the restriction of charging facilities construction side, facilities integration, unity communication interface standard and so on. Aiming at the problems of the application of the resent instruments, the study makes policy instrument demands and relative recommendations from compulsory instrument and mixed instrument.
