Technical progress: A process of social transformation in Chinese transition period An Inquiry into the Economic Transformation Based on the report from CPORC

从社会转型的语境观察,当下中国经济转型的关键在于加快社会经济的技术进步。由于技术进步受到科技水平与制度环境的双重制约,为了深化目前常常陷于实践困惑的技术进步机制研究,本文基于发展经济学、政治经济学及社会学关于技术进步的理论关联,分析认为:技术进步是一种统合市场创新与技术创新的整体性社会变革,依赖于企业家精神及其创新性活动;因而,也是一个企业家与政府共同感知民意、顺应民意的社会发展过程。

The key of China＇ s economy transformation lies in the technical progress, from the perspective of social transformation. Because technological progress is jointly constrainted by technological development and political systems, my study is intended to deepen the research of the structure for technological advancement, which currently falls in confusions of practice. Based on the relevant theories in developmental economics, political economy and Sociology, the paper reveals that the technical progress is an integration process of the market innovation and the technical innovation that relies on the entrepreneurial spirit and its innovational behavior. Thus, the technical progress must be a process of the social transformation which benefits from entrepreneurial spirit and the government, with continuously meet the public opinions.
