摘要
公共租赁住房无论对于城市的发展还是保障民生有着其不可替代的作用。但在实际操作中普遍存在着资金投入不够以及后期运转资金不足的问题,急需寻找到一个好的融资方式来解决公共租赁房问题的资金问题,通过借鉴国外成功经验,REITs(房地产信托投资基金)可以为解决当前公共租赁房资金供应和周转问题提供创新思路。本文以REITs在公共租赁住房应用为核心,为上海市公共租赁住房发展提供建议。本文分为四个部分:第一部分介绍上海公共租赁住房发展现状和融资困境;第二部分介绍REITs及应用于保障住房领域的成功经验;第三部分分析REITs应用于上海市公共租赁住房的可行性;第四部分提出在上海发展公共租赁住房REITs的相关建议,包括REITs类型选择建议、运作方式和政策建议等内容。
Public rental housing, is part of affordable housing system in China that aims at helping graduate students, plays an irreplaceable role in city development and social security. However, this system faces funding shortage in reality. Therefore, it's necessary and urgent to find a way to solve this funding issue. Based on oversea experiences, REITs could be an innovative way to handle with the financing shortage of public rental housing in China. This article focuses on application of REITs in public rental housing in Shanghai. It contains four parts: the first part introduces the situation of public rental housing in Shanghai and the difficulties it faces; the second part introduces REITs and oversea experiences of using REITs in public rental housing; the third part analyzes the reliability of applying REITs in public rental housing in Shanghai; the fourth part puts forward some suggestions of applying REITs in public rental housing in terms of development and operation.
