当前,在内外经济环境的作用下,中国经济呈现"弱回升"态势。长期以来,经济领域中政府干预替代市场择优机制,导致市场对经济转型升级的促进机制很难发挥作用,因此必须重新界定政府与市场边界,消除政府过度干预资源配置的制度安排,加快经济转型升级,释放经济增长潜力,否则现有的以投资驱动经济增长的模式将难以为继。

At present, under the interactions of the internal and external economic environment, the Chinese e- conomy is showing signs of a ＂weak recovery. ＂ For a long time, government intervention in the economic field replaced market selection mechanisms, which made it difficult for the market to play a role in economic transfor- mation and upgrading. Therefore, it is necessary to redefine the boundary between government and market, to eliminate the institutional arrangement of excessive government intervention in the allocation of resources, to ac- celerate economic transformation and upgrading, and to release economic growth potential. Otherwise, it will be difficult to continue the existing investment -driven economic growth model.
