吐鲁番盆地水资源合理开发与保护对策研究

Research on Rational Exploitation and Protection of Water Resources of Turpan Basin

吐鲁番盆地处于中国西部的极端干旱地区,面临水资源严重短缺的危机,亟需建立一整套有效的水资源合理开发与保护的对策体系。文章通过对吐鲁番盆地水资源现状分析,指出水资源开发利用中存在的问题,并结合实际,划分出了水资源保护区,提出了水资源合理开发利用与保护的行政管理措施和工程技术措施,认为只有在完善法律体系的基础上,明晰水权、提高科技含量、实行严格的水资源配给制度、提高公众节水意识、同时采取开源节流并举、污水资源化、卤水制盐同步回收淡水的措施,水资源才能得到合理开发和保护,才能实现区域水资源可持续开发利用。

Located in the extreme arid area of Western China, Turpan basin faces the severe shortage of water resources. It is necessary to establish an effective water resources exploitation and protection system. Based on the analysis of present situation of water resources in Turpan Basin, this paper points out the existing problems in the development and utilization of water resources. With the consideration of realities, water resource protection zone are plotted out and administrative and engineering measures of water resources exploitation and protection are pro- posed. Sustainable development and utilization of regional water resources is grounded on the perfection of legal system, the clarity of water rights, high technology, strict water resource rationing, public＇s high awareness of wa- ter conservation and the balance between exploitation and consumption.
