六盘水市化乐、黑塘煤电化循环经济产业园区的研究与探索

Research on Coal-power-chemical Recycling Economy Industry Parks of Lehua and Heitang at Liupanshui

煤-电-化循环经济产业集群是当前我国经济社会构建生态化、低碳化发展模式,实现人与自然、经济与社会和谐发展,推进资源型产业可持续发展的重要途径。六盘水市以化乐以及黑塘矿区丰富的煤炭资源为依托,以煤炭开发加工为龙头,发展电力,综合利用资源,实现资源的"低开采、高利用、低排放、再利用"的良性循环,通过构建煤电化循环经济产业园区,克服了该区域传统经济发展模式中的各种问题,有效促进了地方经济的健康可持续发展。文章主要就六盘水市化乐、黑塘建设煤电化循环经济产业园区的背景、可行性以及园区规划方案的设计和实施进行探究。

The circular economy industrial clusters of Coal - Electricity -Chemical industry is an ecological and low carbon model of China＇s economic and social development. It is an important way to achieve accord development between man and nature, to balance economic and social development, and to promote the sustainable development of resource-based industries. Liupanshui City, based on the rich coal resources of Huale＇s and Heitang＇s mining areas, has pointed coal exploitation and processing as its leading development driving forces. Together with the development of electric power and the comprehensive utilization of resources, Liupanshui City worked hard to realize the virtuous circle of ＂low extraction, high utilization, low emissions, and cyclic utilization＂ of resources. By building up the Coal - Electricity - Chemical Industry Circular Economy Industrial Park, Liupanshui City has overcame the problems in the traditional model of regional economic development, and effectively promoted the healthy and sustainable development of the local economy. In this paper, the background, feasibility, design and implementation of the Coal - Electricity - Chemical Industry Circular Economy Industrial Park of Huale and Heitang areas of Liupanshui City will be analyzed.
