Against the rise of Anti- Japanese environment before and after the May Fourth Movement,in February 1920,a News Agency i. e. Tianjin Compiling Society was established by Japanese North- China Army headquarter, which was with the strong support of the Army Ministry,Foreign Affairs Ministry as well as the Japanese enterprises, and acted as a secret military service to manipulate the media. According to the operating principles of the military, the Compiling Society used to deliver the news articles daily to the local area,Beijing and other regions which were mostly favourable to the Japanese and made them published by means of private sponsor. The attempt is to manipulate the public opinion against Japan's policy of aggression and to quell anti- Japanese sentiment in China. The activities of the Tianjin Compiling Society were a microcosm of the modern Japanese army propaganda war staged in China.
