论TPP谈判对WTO多哈回合谈判的影响 被引量：2

摘要 《跨太平洋伙伴关系协定》(TTP)是美国在原有《跨太平洋战略经济伙伴关系协定》基础上极力主导的亚太地区新特惠贸易协定,该协定也因为标准高而被誉为21世纪新的特惠贸易协定安排模式。美国从加入谈判进而到主导谈判,表现出其希望通过该协定重返亚太并改变世界经济格局的目的。作为特惠贸易协定,TPP应当遵守WTO关于特惠贸易协定的规范要求,但谈判的进程却显露出TPP对WTO规范的冲击。诚然,TPP的影响将主要体现在亚太地区,但不可否认,TPP对WTO规范的冲击,将对正在进行中的多哈回合谈判产生影响。虽然这种影响将是利弊兼有,但可以预见,TPP本身对处于困境中的WTO多哈回合谈判而言,是利大于弊的。
