基于现阶段存在的对二业融合发展认识不够、二业融合的互动机制不健全等问题,根据发达国家制造业与服务业融合的进程设计出我国二业融合的路线,进而提出促进我国二业融合发展应从扩大需求与供给层面加快制造业与服务业融合,推动制造业与服务业融合的发展模式、组织模式创新,把发展高端服务业作为提升制造业竞争力的关键支撑,加大财税、金融等优惠政策扶持生产性服务业发展,制定为高端服务业提供智力资源的人才战略,推动生产性服务业体制改革和对外开放,建立制造业与服务业互动融合发展机制等七方面着手。

At present, based on the problems of insufficient understanding of integration development of the two industries and incomplete interactive mechanism, designing China＇s route of two industries integration according to the industry integration process of developed country manufacture and service industry, and then promote China＇s two industries integration development should start from following seven aspects. They are accelerating two industries integration from expanding the supply and demand, promoting development mode and organization mode innovation of two industries integration, taking the development of high-end service industry as the key support to promoting the competitiveness of manufacture, increasing the fiscal, financial and other preferential policies to support the development of producer service industry, formulating the talent strategy to provide intellectual resources for the high-end service industry, promoting the reform and opening up of the production and service system, and establishing interactive integration mechanism of the two industries.
