摘要
农村土地股份合作制是基于诱致性制度变迁的重要土地制度创新。制度变迁理论、交易费用理论、产权理论为农村土地股份合作制提供了理论支持。农村土地股份合作制可以带来多重制度收益。然而,受诸多因素的限制,在试点和推行中,农村土地股份合作制还面临着诸多困境。促进农村土地股份合作制发展,需要明确农村土地股份合作组织的法律地位;充分发挥地方政府引导协调服务功能,建立职能部门协同推进机制;健全农村土地股份合作组织治理结构和治理机制;建立农村土地流转市场体系和土地资源信息平台,完善地价评估制度;构建农村土地股份合作制财税金融政策支持体系。
The rural land joint-stock cooperation system is an important innovation of land system based on induction system changes. The system change theory, transaction cost theory and property right theory provide theoretical support for the rural land joint-stock cooperation system. The rural land joint-stock cooperation system can bring multiple benefits. However, limited by many factors, the rural land joint-stock cooperation system is facing many difficulties in the pilot and the implementation. The development of rural land joint-stock cooperation system needs to clarify legal status of rural land joint-stock cooperative organization, give full play to local government guiding and coordinating services and build departments to promote synergy mechanism, improve the administrative structure and administrative mechanism of the rural land joint-stock cooperation, establish rural land market system and land resources information platform and perfect the evaluation system of land price, and construct financial and taxation policies supporting system of rural land joint-stock cooperation svstem.
