生态治理中的地方政府协作:自京津冀都市圈观察

The Collaboration of Local Government on Ecological Governance:from the Prospect of the Metropolitan Area of Beijing-Tianjin-Hebei

作为一个自然生态整体,都市圈生态环境问题的跨域性和流动性决定了生态治理需要地方政府之间的合作,然而在现实中跨域生态问题的协作治理面临着重重困境。从制度集体行动的视角看,地方政府生态协作治理整体目标上的偏好差异、生态治理公共物品的属性、合作成员间影响力不均衡等因素均影响着都市圈地方政府生态治理的协作。破解地方政府区域生态治理协作的困境,需要建立利益补偿和财政转移支付制度,建立水权和污染权交易机制,提升官员政绩考核体系中生态治理指标的权重。

As an ecological body, the cross border and liquidity of ecological problem in metropolitan area decide that ecological governance needs cooperation among local governments. However, in practice, the cross-border ecological collaboration governance has too many difficulties. From the perspective of institutional collective action, the preference diversity in common policy objectives of ecological collaboration governance of local government, the attributes of public goods and services and the asymmetry of local governments＇ strength will affect the ecological collaboration governance in metropolitan area. Breaking ecological cooperation predicament of local government, need to establish the system of benefit compensation and the finance transfer payment, establish water right and poUution right trading mechanism, and enhance the weight of ecological governance indicators in the officials＇ management performance evaluation system.
