摘要
公共服务短缺特别是公共服务供给能力不足正成为各国面临的严峻考验,学界主要在供给主体多元化方面寻找出路。本文旨在通过解析网络化机制下公共服务需求和供给间的内生互动关系,得出提升公共服务供给能力的破解之道。从模块化原理出发,本文指出模块化分解和联结基础上的网络化是累积循环的发展机制,因私人品向公共品变型,以及异质企业的行为选择等,异质公共服务需求攀升内生于网络化发展,累积异质人力资本渐趋占据其核心地位,公共服务供给与异质产品市场走向共生演进;为应对异质公共品需求,应转向以"公共服务发展中心"、"分层模块"、"需求拉动"、"扁平化"、"联结化"等为主要构成的公共服务模块化供给机制,新加坡的实践业已取得显著发展实绩。本研究对于中国应对公共服务短缺、建设服务型政府,以及促进经济发展方式转变具有重要的现实指导意义。
The shortage of public service, especially for its less supply capability, is becoming the serious task for many countries. The research circles are mainly focusing on the diversification of supply organizations. This article is aimed to find out the way to improve the supply capability of public service through analyzing the endogenous relations between demand and supply of public service in the networking mechanism. From the modularity principle, the article points out that networking, based upon module separation and connection, is the cumulative development mechanism. As for the transformation from private products to public ones and the behaviors of heterogeneous companies so on, the increase of heterogeneous public service demand is generated from the development of networking in which accumulating human capitals occupies the core position. And the supply of public service begins to co-evolve with the market of heterogeneous goods. In order to satisfy with the demand of heterogeneous public products, modular supply mechanism of public services should be set up, whose main parts include public service development center, layered modules, demand-pulling, flattening and connecting. Singapore has got lots of fruits by practices. The study has important realistic significance for China to deal with the shortage of public services, develop service-oriented government and improve the transition of economy development style.
