摘要
《国家中长期教育改革和发展规划纲要(2010-2020年)》实施3年来,高校章程建设出现"冷热"两种现象。我国的社会、经济、教育目前均处于制度改革的攻坚期,许多大的改革尚未完成,这影响了高校章程制定工作的进展。高等学校可以以章程制定为机遇,抓紧重要领域的改革工作,把改革成果体现在章程之中。章程制定需要彰显本校的使命定位和治理结构。
Combining the construction of university charter under the past three years of implementing“National Medium and Long Term Educational Reform and Development Program （ 2010-2020 ）”, this paper analyzes the “cold-hot”phenomenon of university charter construction,as well as the reasons for it. It is believed that the development of society,economic and education of China is currently stepping into a critical period of system building. Many significant reforms haven’t been completed,which affects the implementing progress of university charter construction. Higher education institutions could make the best use of charter construction , push reform efforts in important areas and embody reform results into charter being. The construction of charter need highlight mission position and governance structure of specific institution.
