资源经济学对生态文明建设的学术贡献与创新方向——纪念中国自然资源学会成立30周年

Scientific Contributions and Research Innovation of Resource Economics to Construction of Ecological Civilization

国家提出建设生态文明,为资源经济学发展创造了前所未有的机遇,也为资源经济学的创新发展提出了更高的要求。在中国自然资源学会成立30周年之际,以中国自然资源学会资源经济研究专业委员相关研究团队及全国主要资源科学研究团队的科研实践为例,本文回顾和总结了资源经济学对生态文明建设的已有学术贡献,对资源经济学的学科价值进行了再认识,提出了生态文明建设时期我国资源经济学学术创新的主要方向。资源经济学对生态文明建设的已有学术贡献主要包括资源开发利用与区域发展关系研究、资源承载力研究、资源安全研究、资源流动研究、资源循环利用与循环经济研究、资源型城市经济转型研究、世界资源经济研究等7个领域。生态文明战略的提出更进一步提升了我国资源经济学的学科价值,我国资源经济学应紧跟国家战略需求,在水、土、能源和矿产等部门资源经济学领域、循环经济领域、资源产权与价值领域和资源经济研究方法等4个方面推进学术创新。中国自然资源学会资源经济研究专业委员会应担负起学科发展导向和学术创新组织的重任,引领中国资源经济学迈向新的时代。

The construction of an ecological civilization in China provides an unprecedented opportunity for development,and research innovation in resource economics.Alongside the 30th anniversary of the founding of the China Society of Natural Resources（CSNR）,this article reviews and summarizes the existing scientific contribution of resource economics to the construction of ecological civilization.The existing academic contribution of resource economics to the construction of ecological civilization mainly includes the research on relationship between resource development and regional economies,resource carrying capacity,resource security,resource flow,resource circulation utilization and circular economy,the economic transformation of resource-based cities,and world resource economics.The strategy of ecological civilization further enhanced the academic value of resource economics.Chinese resource economics should closely follow the national strategic demand,and promote research innovation of resource economics including studies on water,land,energy and mineral resources,circular economy,resources property right and its value and research methods.The Resources Economy Research Committee of China Society of Natural Resources should shoulder the responsibility of the subject development orientation and academic innovation.
