基本药物制度对山东省乡镇卫生院药品可负担性影响研究 被引量:5

Analyzing the Impact of Essential Medicine System on the Affordability of the Medicines in Township Hospitals in Shandong

摘要 目的:评价实施基本药物制度对乡镇卫生院常用药价格及可负担性的影响。方法:利用药品中位价格比评价药品价格水平,以普通收入人群和低收入人群的日收入作为购买力划分标准,评价药品可负担性。结果:基本药物制度实施后,药品中位价格比由5.091降到了3.689;普通收入人群和低收入人群一个疗程的药品花费分别由3.350天和12.152天日收入降到了2.016天和7.310天日收入。结论:基本药物制度实施后,药品价格出现了一定程度下降,常用药的可负担性有所改善,但与国际标准相比,仍存在改善空间。 Objective: To evaluate the influence of the essential medicine system on the price and affordability of the medicines in township hospitals. Methods: Measures such as medicine price rate (MPR) and number of daily receipts of normal income group and low-income group were used to evaluate the price and affordability of the medicines. Results: After the implement of essential medicine system, the MPR of medicines decreased from 5.091 times to 3.689 times; the medicines expenditure under standard treatments decreased from 3.350 to 2.016 days' household income at middle income level and decreased from 12.152 to 7.310 days' household income at low income level. Conclusion: After the implement of essential medicine system, the market price sof medicines were greatly decreased and the affordability improved, but it still have room to improve compared to international standard.
