2013年4月,张阳德被中央组织部选调参加高层次专家"国情研修班"(第1期)"学习[根据中组部组通字(2013)8号文件]。该班讨论了对中华民族伟大复兴的"中国梦"的认识。在研修班上,他向学员作了题为《中国引领各国探讨制定内镜微创医生培训考核国际标准、推动特种医疗行业规范管理》的讲座,受到全体学员的赞扬。1993年,他被中央组织部选调参加党员专家"第4期理论学习班"10位学员之一。该班学习了邓小平同志南巡讲话,讨论我国改革开放的重要意义和必要性,这次学习也开拓了张阳德在本专业领域的创新思路。张阳德是国家卫生和计划生育委员会肝胆肠外科研究中心主任、书记和中心附属医院院长,国家卫生计生委内镜与微创医师定期考核专家委主任,中南大学生物医学工程研究院院长,中国首位乌克兰国家医学科学院外籍院士。1991年被评为"国家级有突出贡献专家"、1988年被评为"卫生部级有突出贡献专家",曾任两届湖南省青联副主席。从80年代中期开展内镜与微创临床诊治至今,张阳德由医学临床诊治,发展到医理工多学科结合,获多项成果。2009年他被选举为"世界内镜医师协会"主席、主席团联盟主席。

On April,2013,Yangde Zhang has been selected bythe Central Organization Departmentto participate in ＂National Situation Seminars＂,＂Experts classes from academicians（2013 Term I） directly communicating with central government of China＂ for learning.This class has discussed the great renaissance of the Chinese nation and the understanding of ＂China dream＂.In this class,he had given lecture for more than 20 participantsnamed as 《China lead various countries to discuss making international standards of minimally invasive endoscopicdoctors examination and training,and promoting special medical industry standard manage ment》.In 1993,he has been selected to participate in the Central Organization Department cadre＇s senior experts of ＂The fourth theory classes＂ and he wasone of the ten students.The students of this class has learned Comrade Deng Xiaoping＇s southern tour speech,discussed the significance of China＇s reform and opening up and necessity,this study also broaden Yangde Zhang＇ sinnovative ideas in the field ofhis expertise.Yangde Zhang is the director of National Hepatobiliary Enteric Surgery Research Center,Ministry of Health,P.R.China,president of institution of Biomedical Engineering,Central South University.China＇s first foreign academician of the Ukrainian National Academy of Medical Sciences.In 1991,he has been chosen as ＂National Expert of Outstanding Contribution＂,In 1988,he has been chosen as ＂Expert of Outstanding Contribution,Ministry of Health,P.R.China＂ and served two terms of Vice Chairman of Hunan Provincial Youth Federation.From the mid-1980s to carry out endoscopic and minimally invasive diagnosis and treatment,Yangde Zhang has developed the multi-disciplinary combination of Medical Technology from the medical diagnosis and treatment,acquire a number of achievements.In 2009 he has been elected as Chairman of World Endoscopic Doctors Association.
