Features and Inspiration of Strategic Planning of University and Research Libraries Alliance in British

在介绍战略背景的基础上,从战略宗旨、战略目标、战略内容、战略任务、战略实施等角度分析英国主要大学及研究图书馆联盟的战略规划,总结出目前英国大学及研究图书馆联盟发展战略具有完整性强、现实性强、连续性强、透明度高、期望值高等特点,同时根据我国大学及研究图书馆联盟战略规划的现状,借鉴英国经验,提出规范战略规划文本、加强理论研究、增强规划主动性、提高规划内容透明度、积极与其他机构开展合作的建议。

Based university and scientific on introducing the strategic background, this paper analyzes the main strategic planning of research libraries alliance in British from the perspectives of strategic objective, target, content, task and implementation. It summarizes that the current UK universities and scientific research library alliance have the features of strong integrity, practical , continuity, high transparency and high expectations. According to the status of universities and scientific research library alliance in China, this paper suggests that they should learn from the British, and normalize the strategic planning text, strengthen theoretical research, improve the initiative, enhance the transparency in planning content and actively cooperate with other agencies.
