University of California System:Governance Characteristics and Reform Trends

本文认为加州大学系统的治理结构具有"一体多元"的特点,历史上实现了统一性和多样性的平衡,有力地推动了加州大学的发展;但随着2008年以来经济危机的蔓延和外部环境的变化,它也暴露出了不够灵活、反应迟钝等缺点,由此备受批评,改革呼声高涨。本文将讨论改革的观点分为保守派、激进派和温和派,并分别进行了评析,认为温和派的改革更具可行性。

This paper argues that ＂one university, different campuses＂ is the basic characteristic of the governance structure of the University of California system. It has helped the university to balance the campuses＇ unity and diversity and promoted the development of the UC system. However, since 2008 the economic crisis and environmental changes have exposed its shortcomings and it has been criti- cized as outmoded and dysfunctional. Scholars and university leaders have offered different kinds of re- form suggestions. This paper reviews the reform proposals-categorized as conservative, moderate, or radical-and contends that moderate reform is most feasible.
