Public Interest, Interest of Private Enterprises and Their Inclusive Development

民营企业发展的利益范式更多是忽略环境成本基础上的利益寻租,而以公共环境为代表的公共利益具有弱化特征。民营企业在生产过程中往往忽略由于生产所带来的环境成本,很少考虑环境破坏对社会公共利益的损害,这必然构成企业私有利益与社会公共利益的不一致。而在没有外力的推动下,民营企业的个体利益不可能与公共利益自动走向协同,应在政府的主导下构建民营企业与公共利益趋同的利益共同体。
