试论中美最惠国待遇和永久性正常贸易关系

On Sino-America MFN and PNTR

最惠国待遇是国际贸易的柱石。中美互给最惠国待遇却受到美国国内法的限制。在 90年代 ,年复一年围绕最惠国待遇问题中美之间争斗不断。今年 5月 ,对华永久性正常贸易关系 (PNTR)法案已在美国众议院通过 ,9月参议院也通过了此法案 ,但该法案还附有中国不能接受的内容。中美经贸关系又合作又摩擦的基本态势仍将继续 ,但向正常化方向发展仍是其主流。

Most-Favored Nation Treatment(MFN),the pillar of international trade,was limited by American domestic laws when it was given between China and U.S.A. each other.So quarrels about MFN between China and U.S.A.continued year by year in 1990s.The bill of Permanent Normal Trade Relation(PNTR) toward China was passed by House of Representatives and Senate of U.S.A. respectively in May and September,2000.But the bill still includes in it some contents that can't be accepted by China.The situation that Sino-America economic and trade relationship combines with cooperation and frictions will go on.But development towards normalization is still the main trend of the relationship.
