随着科技、经济的迅猛发展与全球化进程的日益加快,包括环境保护、人权保护、劳工保护等问题在内的国际关系变得更加复杂。非政府组织以其独特的身份参与到国际事务中,特别是在国际环境法这个新兴领域,作为国际环境保护事业的重要参与者,非政府组织在积极解决国际环境问题进程中起到了不可忽视的作用并推动和促进了国际环境法的发展。鉴此,非政府组织的国际环境法主体资格是不容置疑的。

With the development of technology, economy and globalization, international relations are becoming more and more complex, including the protection of environment, human rights, labour and so on. NGOs, with their unique status, participate in international relations, especially in the rising field--International Environmental Law. As the important participants in international environmental protection, NGOs solve international environmental problems actively and promote development of the International Environmental Law. Therefore, NGOs are subjects of the International Environmental Law.
