政府职能部门网站绩效的模糊评价——利益相关者理论的视角

Comprehensive Evaluation of Performance of Government Department Websites Based on Stakeholders Perspective

为全面系统地评价政府职能部门网站的绩效,在分析政府职能部门网站的主要利益相关者的基础上,构建了基于利益相关者理论的政府职能部门网站绩效评价的指标体系。探究发现建立的指标体系内部存在着相互影响的关系,采用了程度分析的方法处理评价中的模糊信息和网络层次分析的方法得到指标的权重。应用举例说明了提出的方法在政府职能部门网站绩效评价中的可行性和有效性。

In order to evaluate the performance of government department websites comprehensively and systematically,this article presented a fuzzy analytic network process（ANP） evaluating model from the perspective of stakeholder theory.After analysis the key stakeholders of government department websites,a government department website performance evaluation indicator system developed.We found that there exists interaction relationship between some indicators.Extent analysis approach was used to deal with the fuzzy information in relative importance comparisons of indicators.And then ANP was adopted to de termine the weights.Application of numerical examples illustrated the feasibility of the proposed method.
