摘要
随着国有企业改革的力度不断加大,大批国有企业职工下岗、失业,生活困难,就业问题已经成为目前社会的主要问题。这个问题能否解决好直接关系到国有企业改革的成败,关系到国民经济的发展和社会的稳定。为此,我国政府提出了再就业工程来帮助解决下岗职工的重新就业问题,但是成效不显著,究其原因,主要因为再就业过程中存在着诸多障碍,如总量障碍、结构障碍和体制障碍等,我们有必要对此进行具体分析并提出相应的对策。
With the increasingly extended reforms of state-owned enterprises, large quantities of state-owned enterprise workers are laid off or go unemployed, living hard lives. Their reemployment has become a major current social issue, whose solution is immediately related to the success of the reforms, the development of national economy, and social stability. To that end, the government has started the reemployment project to help the lay-offs get reemployed, with no discernible results. This problem can be attributed, according to public opinion, to the various obstacles existing in the process of reemployment. This paper analyses the obstacles in detail: total obstacles, structural obstacles and systematic obstacles, and proposes strategies on the basis of the analysis.
