要正视、准确地评价海南经济社会发展的基础，从海南实际、特色、优势出发，制定发 展目标。抓住经济全球化带来的机遇，迎接新技术革命的挑战，适应新经济发展的需求，瞄准国 际、国内两个市场，把海南热带生物、海洋生物资源优势变为经济优势，以此为重点，调整海南产业 结构，大力兴办有海南特色的“创新经济”，依靠海南各族人民和广大干部的艰苦奋斗，把海南经济 搞上去。
The paper holds that we should properly gauge the basis of Hainan's socio-economic development and work out the targets in line with the reality, uniqueness and advantages of Hainan. Besides. We should seize the opportunity of economic globalization, face up to the challenge of new technological revolution, adapt ourselves to the demand of new economic development and aim at the international and domestic markets so as to convert advantages in tropical and marine living thing resources into advantages of economic development. And based on this, we should strive to establish"the innovative economy" with Hainan features. It is only through the efforts of all the people in Hainan can we hope to better Hainan's economy.
