摘要 目的通过目标管理理论研究,总结H医院在制定和实施综合目标管理方案时所遇到的问题,分析问题存在的原因,提出改进思路。方法运用平衡计分卡(BSC)和关键业绩指标(KPI)重新整合分析H医院的各类综合目标管理细则。结果提出更具可操作性的综合目标管理改进方法、评价指标、考核结构、实施难点并设计以平衡计分卡为基础的综合目标考核指标体系。结论医院目标管理绝不是将各项日常管理指标进行简单组合叠加,而必须要有科学的管理理论基础和完整的核心指标分解体系才能具备实践操作价值。 Objective Through the theoretical study of objective management, to summarize the problems in developing and implementing comprehensive destination management, to analyze the reasons of those problems, and to propose improvement ideas. Methods By using the balanced scorecard (BSC) and key performance indicators (KPI) we made a re-integration anal- ysis of the various types of integrated target management rules in H hospital. Results We proposed more workable improvement methodology, evaluation index, assessment structure and implementation difficulties of comprehensive destination management and designed a comprehensive objective evaluation index system based on the balanced scorecard. Conclusion The objective management in hospital is absolutely not a simple combination of daily management indicators, but must have a scientific manage- ment theory and a complete decomposition system of core indicators in order to be practical and operational.
