在一定意义上 ,青藏高原广大藏区的社会经济发展直接关系西部大开发的成败。跨入 2 1世纪 ,藏区的发展面临新的课题 ,机遇与挑战并存 ,现代化进程遇到了不同于内地和其他民族地区的障碍 ,主要来自于旧观念和历史久远的传统势力。如何因地制宜地制定科学对策 ,坚决而有步骤地克服阻力 ,推动藏区现代化进程 。

To some extent the development of Tibetan regions is the key to the success of Development of the West Regions. At the turn of new century development is the new field for the vast Tibetan areas; opportunities and challenge are co-existing. The main obstacles are old-fashioned ideas and ever-lasting tradition. The meaningful cause is to find scientific countermeasures, gradually overcome these obstacles with a strong will and thus to push forward modernisation in Tibetan regions. [
